APN1, BS5837 & PPG3 guidance for trees: conflict or complement?

For the majority of arboriculturists, the subject of trees on development sites is summed up by British Standard 5837: 1991 Trees in Relation to Construction.... On development sites where hard surfacing is proposed within the tree protection zones detailed in the BS5837 document, arboriculturists frequently turn for reference to Arboricultural Practice Note 1 Driveways Close to Trees.... In 1999 Planning Policy Guidance Note 3: Housing was published in which the Government makes statements about increasing the density of built form and making best use of land.... This paper explores whether or not BS5837 provides enough guidance for arboriculturists charged with protecting trees, whether the solutions proposed by APN 1 are technically acceptable and whether the popular view of PPG3 is accurate.
