Why we should care who owns the land

Abstract: American land-use policy pays little attention to the question of land ownership. Yet, ownership patterns-in particular, the identities of the owners, the extent of the concentration of their holdings, and the ways in which the concentration changes over time-are likely to be enormously significant in shaping a community or region. Ownership patterns are often, for example, the prime determinants of how a community uses its land, what level of productivity (agricultural, industrial, or otherwise) it gets from it, what it looks like, how its housing market and public finances operate, what it is like to live in, and how it grows. Land ownership patterns are almost always more important in determining these aspects of local life and local economy than the town's nominal land-use or environmental regulations.
