Watershed protection: A Cape Cod perspective on national efforts

Abstract: Carol Browner, EPA Administrator, has listed watershed protection as the primary guiding principle for the reauthorization of the Clean Water Act. EPA, the states, and many nonprofit organizations are rushing to prioritize and establish protection strategies for the watersheds in their areas of influence. However, it remains to be seen how management and regulations will be established in these areas. How will reauthorization of the Clean Water Act reflect thinking on watersheds, land use regulation, and wastewater regulation? Will regulations require land use controls and, implicitly, planning of land use in watersheds? Will regulations specify a conservative contaminant common to wastewater discharges, such as nitrate or sodium, and control the intensity of land use on the basis of assumed levels of discharge for this contaminant? How will these regulations interact with the command and control regulations EPA now has in place for point source discharges? The watershed management framework that the Cape Cod (Massachusetts) Commission uses addresses some of these questions and pro vides insights into how watershed protection might work nationwide
