The subdivision and site plan handbook

Abstract: This handbook consists of two parts - the model ordinance with a commentary that explains ordinance provisions, and a reference section that covers all aspects of subdivision development in depth. Both sections of the book follow the sequence of articles in the model ordinance shown below. Article One: General Provisions, Article Two: Definitions, Article Three: Administration, Article Four: Procedure, Article Five: Design and Improvement Standards, Article Six: Off-lYact Improvements, Article Seven: Specification of Documents to be Submitted. These articles reflect a comprehensive perspective of what subdivision and site plan regulation encompasses. The first four articles-General Provisions, Definitions, Administration, and Procedure-consist of introductory and procedure-related provisions. Article Five covers design and improvement standards, including site design, site preparation, landscaping, open space, streets, off-street parking, water supply, sanitary sewers, storm water management, and improvement guarantees. Article Six addresses the equitable allocation of off-tract improvement costs. Article Seven defines the documents that must be submitted as part of an application package. In addition, to set the context, the reference section opens with a background chapter on land-use regulations. The model ordinance incorporates a number of improvements to subdivision controls that the authors believe are critical. These include: 1. Functional standards, 2. Performance standards, 3. Design integration, 4. Procedural improvement.
