Abstract: A head-on collision is imminent! The drivers are people. The vehicles are special interests. The road is smoke! Those concerned about air quality ride in the first car; those concerned about natural resource management ride in the second. In this paper, we look at what smoke is and why it is sometimes dangerous, factors leading to a collision, and what we can do to avoid a collision.
