The preservation of community green space: is Georgia ready to combat sprawl with smart growth?

Abstract: Absent geographical impediments that limit physical expansion, American cities sprawl. The Committee distinguished \"green space\" from \"community green space\". The Committee outlined tools to protect community green space, putting them into one of three categories: (1 land and conservation easement purchases and attendant funding; (2) local development regulation and performance-based zoning; and (3) state technical and legal assistance. The Georgia Uniform Conservation Easement Act (\"Easement Act\'\") authorizes the creation of conservation easements for the preservation of open space, the protection of natural resources, the improvement of air or water quality, and the availability of land \'\"for agricultural, forest, recreational, or open-space use\". No provision of the SPLOST law specifically authorizes the use of the sales tax for the acquisition of community green space, but the definition of capital outlay projects seems to be broad enough to encompass open space projects.
