The politics of approval: Regulating land use on the urban fringe

Abstract: Criticisms of the processes by which land use decisions are made tend to dwell excessively on the costs associated with longer approval times. Inadequate recognition is given to the benefit sought by governmental regulation and to the increasingly more complex environment that now attends the public evaluation of land development proposals. This study attributes longer approval processes to `technical,' `political,' and `market' factors. Policies of intensive public scrutiny of land use changes and the encouragement of community participation in the making of land use decisions are defended on public-interest grounds.
