The comprehensive plan and comprehensive planning

Abstract: This study discusses on a national level, with special emphasis on New York, issues related to the comprehensive plan and comprehensive planning. To this end, the study reports on state level initiatives as well as state sponsored incentives for local governments to more proactively participate in planning process. County and regional roles are also highlighted, as their roles in the planning process. Finally, the study addresses linking the master plan and zoning ordinance to other land use tools, and new tools for growth management which require considerable comprehensive planning for successful implementation.
