Taxing the rural landscape: Improving state and federal policies for prime farmland

Abstract: Tax reform holds significant promise for prime farmland protection. Appropriate adjustments in state and federal revenue codes would help preserve the irreplaceable economic and environmental values associated with this nation's most basic agricultural resource. However, needed improvements in tax policy will never come about in an atmosphere of complacency about the United States' current agricultural heritage or its long-range food production capabilities. Thus, the initial task is to reinforce a conservation ethic that ultimately may manifest itself not only in state and federal tax laws but also in other expressions of public commitment to an enduring prime farmland future.
