The State Comprehensive Plan met Oregon\'s nineteen goals, and added many more with greater detail. ... Hawaii and Oregon created new forums m which state and regional land use issues would be addressed. ... Florida resembles Hawaii and Oregon in that there is a state controlled decision-making system that can compel adherence to certain state/regional policies. ...
