Solving the "tragedy": transportation, pollution and regionalism in Atlanta

Abstract: With a total population of approximately 3.7 million people, the greater Atlanta area is currently the eleventh-largest metropolitan area in the United States by population. With respect to exclusionary practices, wealthier suburban localities in the Atlanta region have intentionally used the lack of adequate public transportation to prevent the integration of poor residents from the urban core. The Municipal Home Rule Act endows the governing authority of each municipal corporations with the general legislative power to adopt clearly reasonable ordinances, resolutions, or regulations related to itsproperty, affairs, and local government for which no provision has been made by general law and which are not inconsistent with the Constitution or any charter provision applicable thereto.
