Public regulation of private forestry: Proactive policy responses

Abstract: Most foresters are noted for opposing regulation in general and state forest practice acts in particular. Yet the amount of oversight is increasing. Depending on the state and locality, land management may be affected by Best Management Practice guidelines, county logging rules, state highway department restrictions, smoke management regulations, state forest practice acts, federal wetlands law, water management or soil erosion guidelines, and herbicide and pesticide restrictions. The question is no longer whether forestry operations are regulated now or will be subject to more regulation in the future. The question is who will promulgate, administer, and enforce whatever regulations are enacted.
