Abstract: The rapid urbanization of rural landscapes during the 1970s and 1980s created disagreements on how land should be used. To consider all natural resources in planning, a comprehensive approach is needed. The concept of Limits of Acceptable Change is proposed as a planning tool for urban foresters.
