Abstract: Planners in the United States now have more than two decades of experience with growth management programs. During the last two decades, planners, public officials, lawyers, and others have written extensively on the subject; but most of that literature addressed the issue from one of these basic perspectives: "how to do growth management," "how my community did growth management," or "is growth management legal?" What is largely missing from the literature is a careful consideration of whether growth management is indeed a useful tool and, if so, under what circumstances. The purpose of this book is to fill that gap.
