Abstract: Virginia\'s \"Dillon Rule\" requires all local planning and zoning authority be granted by the state legislature. The Dillon Rule is frequently cited as a major reason for ineffective local planning. However, local officials do have sufficient authority to effectively control suburban sprawl and plan desirable futures for the communities.
