In December 2002, fire officials from the interagency Wildland Fire Lessons Learned Center (LLC), part of Arizona's National Advanced Resource Technology Center (NARTC), released a report reviewing firefighting and related operations during the massive urban interface fires that struck Southern California last fall. An information collection team traveled to California in early November, after fire activity had subsided, to meet with and interview firefighters, incident commanders and other personnel involved in suppression operations across several counties and national forests. The team consisted of four federal personnel from various agencies and two private-sector consultants. For a week, the group met with 107 responders from 43 different fire and ICS positions, representing at least 12 different city, county, state and federal agencies. The group received first-hand information from 13 different fires in the outbreak. They sought to capture the experiences of those who fought the fires, gather the important lessons learned and learn how the events affected the firefighting strategy, tactics, techniques and decision-making of those involved. |
