Growth management to protect groundwater

Abstract: Zoning is the most useful groundwater management tool available to local governments. It is also a useful tool in managing growth, and some planners and elected officials have coupled growth management and groundwater protection as a way of (1) ensuring the orderly provision of services, (2) easing externalities in rapidly developing areas, and (3) protecting local drinking water supplies. What do we know about the intertwining of these two concepts as they currently are used by local governments?
