Abstract: Two years and three days after the 1989 Loma Prieta Earthquake, the California cities of Oakland and Berkeley suffered another catastrophic disaster: the East Bay Hills Fire of October 20, 1991. With an average of one home being destroyed every 13 seconds during the fire's first nine hours, the East Bay Hills Fire proved to be one of the most destructive in U.S. history.
