Abstract: To what extent do education and outreach activities initiated by land management agencies change the thinking and behavior of citizens? A study of residents in southeastern Minnesota after the first 5 years of a comprehensive watershed management project found very little change in perceptions or behavior in five areas: local environmental and land use concerns, sources of information about land use and the environment, actions people take to affect environmental quality and land use, attitudes about the environment and environmental management, and future environmental conditions people desire.
