This one page question and answer article gives some reasons why people may be tempted to top and the dangers caused by topping.  After topping, new branches grow weakly and pose a hazard to humans.  Also, the health of the tree is impacted severely after doing so.  Although is may be more costly, proper pruning is necessary to protect the tree and objects around it.
