The purpose of an urban forest strategic or management plan is to establish focus and direction for the urban forest program. These plans provide the framework for implementing the program and the basis for consistent decision making. The plans also are a tool for helping to establish budgetary needs.
Planning can occur at various levels. The broadest level is the strategic or comprehensive plan. This long-range or master plan helps to establish the overall goals of the communities urban forestry program. With input from a wide spectrum of citizens, non-governmental organizations, businesses, and government, this blueprint lays out the program's administration and management, and integrates it with other comprehensive community plans.
Urban forest management plans are the "nuts and bolts" of the community's tree program field operations and are usually tied to detailed tree inventory data. The plan identifies tree maintenance and stocking needs within the community.
